RGU Assistant Professor attacked by student

Debojit Buruah of Economic department was reportedly attacked by a student at academic
block here this afternoon. Sources from Rajiv Gandhi University said that Burauh
was serving as invigilator during the examination and had an argument with said student.

Landslide disrupts road link in Upper Siang
YINGKIONG ON, May 07: Road communication to Upper Siang district has been disrupted due to landslide at several points during the last four days.
Major road blockage has occurred at Bomdo in between Yingkiong and Tuting, at a point between Moying and Gosang and third at 2 km from Yingkiong. Deputy Commissioner Liyon Borang visited the blocked points and instructed the working department, agencies to restore the road communication before the Panchayat election and polling parties leave for various polling stations. DC reviews disaster preparedness
ITANAGAR, May 7: A meeting of the members of District Disaster Management Committee (DDMC) on preparedness for South West monsoon and for updating DDMC plan was held in the office of Marnya Ete, Deputy Commissioner, Lower Subansiri yesterday at Ziro.
During the meeting, he directed the concerned department for proper stocking, placement and management of essential commodities like food, medicines. He instructed to ensure that drinking water facilities, power supply, telecommunication, surface transports are not affected. Activation of control room would also be functional soon so that any report of a disaster is reached, DC added.
He directed all the departments to make contingency plan to meet the demands for any disaster. Fire department has also been asked to identify water supply facilities in every village for installations of hydrant, since fire accidents happen frequently in the district. Availability of bus at disposal to tackle road blockage problems was also checked. DC also sought the help of CRPF and ITBP if such situation were to arise. Later DRRO was asked to arrange for mock drills that would be conducted after Panchayat elections to test and train people for handling disasters.

Arunachal Pradesh was adjudged the 2nd runners up category “Best Emerging Destination” next only to Gujarat and J&K.

‘Illegal quarrying’ forces Debing river to change its course’

RUKSIN, May 07: Indiscriminate extraction of boulders and sand gravel from Debing river bed at Debing hill portion is forcing the river to change its course which may pose great threat to the people living at downstream in near future.
The Debing river (known as Rajakhana river in its downstream) is changing its course towards its right side which is affecting a large portion of fertile land under Ruksin circle and also posing serious threat to the Beat Out Post (BOP) of Arunachal Police Battalion.
The local people have expressed serious concern over unscientific quarrying rampant in the river bed for the last several years which has resulted in change of course of the river. Though the matter was brought to the notice of the authority concerned there had been no action to prevent the illegal activities.
“The forest and mining department are well aware of the illegal activities, but they have not yet initiated any action against the unscrupulous traders. The boulder laden trucks are running in front of the police personnel in the BOP,” a leading person of Debing village Satyoban Ering has alleged.
It is observed that rude and unscientific extraction of boulders, gravels and sandy materials from the riverbed has forced the river to change its course. Further, the river is gradually eroding its right bank and expanding its size several times and making out space for its new course.
Debing river is a perennial stream flowing down from Gutun hillside. Due to rampant boulder excavation from river beds, huge volumes of sediments from the geologically fragile hills are carried to downstream, causing heavy siltation in paddy fields at Rajakhana and Bijopur area in downstream Assam.

Addressing a series of meeting at Bomdila, Tawang and Sinchung recently, CoSAAP secretary general Pate Marik appealed to the district employees to enhance work culture, maintain punctuality, sincerity, discipline and honesty in discharging their duties for betterment of state as a whole. He informed the gathering about various demands of CoSAAP which have been considered by the State Govt and other pending demands like Enhancement of retirement age, All India LTC, Transport allowance, MR allowance, Children education allowance etc. as per 6th CPC recommendation and also ad hoc bonus, review of lateral entry to APCS (EG) system, creation of more post in the district administration etc.
Women wing General Secretary Bengia Dipti Tadar spoke on sexual harassment at work place, women empowerment, formation of committee in offices to defend women rights etc and appealed women employees of districts to extend cooperation to their respective district executive committee members in the interest of employees.

Earlier, the CoSAAP team was informed of various problems and demands of the district units, which included enhancement of Winter Allowances, accommodation problem, settlement of pension, GPF, checking of IPS, six months accounts training to the ministerial staff, enhancement of grade pay of LDC/Store keepers etc from existing 1900 to 2400 etc. The district units of CoSAAP requested the apex body to look into their problems and take up it with the Govt, for early redressal.
The Central Executive Committee of CoSAAP conducted its first phase tour to West Kameng and Tawang Districts from April 27 to May 2 headed by its Vice President N Riba and Secretary General Marik.
They held meeting at Bomdila on April 28, at Tawang on April 30 and at Sinchung on May 1.
The CEC, CoSAAP team also visited Dorjee Khandu's family on April 30 and paid tribute to Lt. Dorjee Khandu on the occasion of his 2nd death anniversary at Tawang.

Lohit prepared for free and fair PR election
TEZU, May 07: Along with rest of the State Lohit District is also all set to go for Panchayat Polls on May 16. The District election machinery has been fully geared up to conduct the poll in a free, fair and peaceful manner.
There is a total 41,061 voters for Panchayat poll in the district out of which 20483 are male and 20578 female. There are 8 ZPM Constituencies, 133 ASM constituencies and 725 GPMC constituencies in the district. There will be no polls in 2 ZPMCs, 57 ASMCs and 550 GPMCs as candidates in those constituencies have been declared elected unopposed. Now the district will go for poll to elect 6 ZPMCs, 76 ASMCs and 166 GPMCs. No candidate has filed nominations in 9 GPMCs. There will be no poll in Chongkham Anchal Samiti as all the GPMs, ASMs and ZPMs have been declared elected unopposed.
A total of 19 candidates for ZPMCs, 166 for ASMCs and 343 for GPMCs are now left in fray.
Though a total 135 Polling Stations were notified by DEO polling will be held in only in only 115 polling stations as there will be no polling at Chongkham area.
As of now, 33 Polling Stations have been identified as sensitive and 19 as hypersensitive.
Training of polling personnel have been conducted in all the constituencies by ROs and Master Trainers and 21 Magistrates have been deployed additionally to oversee law and order situation.
Model Code of Conduct has also been enforced and no case of violation has been reported till date. In order to enforce model code of conduct the District Administration has also imposed certain restrictions, according to DEO, Lohit.
Final phase of training for poll personnel conducted
ANINI, May 07: Third and the final phase of training for Presiding and Polling officers for ensuing Panchayati election was conducted here today.
Speaking on the occasion, Tamune Miso, DC cum DEO exuded hope that the three phase module of training programme was a successful one and cent percent turnout of the appointed Presiding and Polling Officer in the training session is a testimony to his believes.
DEO cum DC informed the assembly of trainees that continuous disruption of road communication due to torrential rain in last few days is a matter of grave concern and challenging for all of us as the district is all set to conduct the PR polls. Also, DC informed that BRO is working day and night for immediate restoration of the surface communication and he himself is in constant touch with them.

DBYC conducts training on vocational courses

Institute of Wellness, Greater Noida, organized a two-
Altogether 100 trainees from nine districts attended the training which started on April 20 at DBYC here. The trainees also had practical sessions on communication skills.
The valedictory function held at Don Bosco Residential Training Centre, Vivek Vihar was attended by Arunachal Pradesh Legislative Assembly Speaker Wanglin Lowangdong. Interacting with the trainees, Lowangdong encouraged them to take up the profession sincerely.
Political Secretary to Chief Minister Bamang Tago also attended the function and exhorted all to show equal respect to all job.
Michi Paku, President Don Bosco Alumni, Arunachal Pradesh appreciated DBYC for organizing the training and expressed happiness for taking care of the education of needy children through Don Bosco Literacy Centre.

The above words written years ago hold good even today. Every word is rich in meaning and conveys, a lot on deeds. As we all know, now the wind of Panchayat election is blowing all over the state. Though we are property or physically wise poor but we can be mentality rich and make our state to be rich by choosing good candidates. The most progressive and dynamic segment of the state’s population is the political leader, they are the backbone of any economy. It is their responsibility to apply everything they learn, practically and contribute to the development of the state. We cannot build an apartment just because we have bricks and labourers. There should be someone in this context like engineer, who guides workers in building it. Similarly only an efficient leader can take a state forward. That is the reason why government conducts election to choose our representatives. The power of the Political leader is like a mighty river, waiting to be channelized. If it is utilized in a constructive manner, progress can be made.
So, lastly I earnestly request to all the public of our state not to accept money offer by any candidate and don’t blindly go for ‘relatives candidate’ just look for good and an efficient candidate. “Property or physical poor doesn’t matter, be rich personality”.

Banderdewa market is full of cheats
Dear Editor,
We Arunachalee specially those residing in Capital Complex do always prefer to buy electronics goods from Banderdewa(Assam side) in order to save few bucks. But I would like to put forward my bitter experience which I faced in Banderdewa. In February 2013 I bought a smartphone from one NEW 4 U ELECTRONICS, Banderdewa. But just 1 month after my purchase I found battery to be defective. So, I claimed for replacement of battery as it was under 6 months warranty. But shop keeper denied me new battery stating it was not covered in warranty and insisted me to purchase a new one @ Rs.950. In the meantime I went to Guwahati for my personal work there I visited service centre and when asked price of battery I was surprise to find that it costs just Rs.400. Also they told me my battery was under warranty period and it can be replaced and why to purchase unnecessarily, but unfortunately I didn't brought warranty card along with me. Again I went to Banderdewa at that particular shop and requested for replacement of battery. At first they denied but I told them about what I was told in Guwahati service centre and asked why price was more than double? Finding that their lie has been caught they started misbehaving with me and rather they started threatening me of using Banderdewa Market Committee. There by I found no use of staying there and unnecessarily arguing with them. So I went away just by saying them," tum logo ka yahan Arunachal se customer nahin ayega toh phir kisse lutega dekhega". Usually at the time of purchasing they are so polite and full of hospitality, but they forget that duty of shopkeeper is not only to sell the items but also to address the grievances of customers too. So, I thought of making aware all my Arunachali brethrens that how we are actually cheated. Please be aware of such cheating shops and shopkeepers.

Wait for stipend continues
Dear Editor,
Through your esteemed daily, I would like to appeal to the state government for immediate release of the stipend/ scholarship. Most of the students studying here us are from poor family and we use our stipend money to book bus/train ticket and for pocket money too. My parents are farmer and they earn money by selling vegetable and rice in the market, so it is not easy to earn money immediately. Even my admission fees are paid with the help of my uncle. So I was pinning hope on only stipend money to come back home during vacation and also to use for pocket money. I guess like me there are many Arunachalee students who still didn’t get their stipend. On behalf of All Arunachalee students who are facing this problem, I would like to pray the authorities for immediate release of the stipend/scholarship of students who are studying outside state.

National Food Security Bill
The National Food Security Bill 2013 seeks “to provide for food and nutritional security in human life cycle approach, by ensuring access to adequate quantity of quality food at affordable prices to people to live a life with dignity and for matters connected therewith and incidental thereto”.
According to the Bill “priority households are entitled to 5 kgs of foodgrains per person per month, and Antyodaya households to 35 kgs per household per month. The combined coverage of Priority and Antyodaya households (called eligible households) shall extend up to 75% of the rural population and up to 50% of the urban population”.

Every pregnant and lactating mother is entitled to a free meal at the local anganwadi (during pregnancy and six months after child birth) as well as maternity benefits of Rs 6,000, in installments. These are some of important features of the Bill.
Similar initiatives were also taken earlier by the government to remove hunger. The Bill reminds the people of Garibi hatao programme of the Congress which was revamped later as food for work programme during 6th five year plan and again in 2004 the Government launched its forgotten programme as national food for work programme. Critics believe that the National Food For Work Programme (NFFWP) had been launched in haste, without much political will.
